USAC Information and Updates
The Federal Communication Commission (FCC) has made available a flat 65% subsidy for eligible health care providers in the Rural Health Care program (RHC) Healthcare Connect Fund (HCF). The Universal Services Administrative Company (USAC) facilitates programs on behalf of the FCC.
The FCC Authorized the use of unused funding to support the Fund Year 2020, and will continue to carry over unused funding. The available funding for Fund Year 2020 is 802.74 million. See press release here: https://docs.fcc.gov/public/attachments/DOC-365250A1.pdf
New to the Fund Year 2021 [July 1, 2021 - June 30, 2022] will be the prioritization of funding directed to rural facilities over urban. To increase transparency in the program and efficiently allocate the limited resources to the most in need, rurality tiers have been created to prioritize the funding to the most rural and medically underserved population. In the event the funding requests exceed the available support, sites located in more rural areas are given priority over less rural and non-medically underserved areas.
USAC assigns each location with a rurality tier based on the following criteria:
Extremely Rural: areas entirely outside of a Core Based Statistical Area.
Rural: areas within a Core Based Statistical Area that do not have an urban area with a population of 25,000 or greater.
Less Rural: areas in a Core Based Statistical Area that contain an urban area with a population of 25,000 or greater, but are within a specific census tract that itself does not contain any part of an urban cluster or urban area with a population of 25,000 or greater.
Non-Rural: all other non-rural areas.

FCC App#100048103 Vendor Question: Define "Network Management Services" under "Service Type" on the "Requested Services" table on RFP page 9. Does this mean something other than the "Customer Premises Equipment" (CPE) we provide for the Demarcation Point along with our standard Monitoring and Alerting software?
Network Management Services in this case would be to manage and maintain the data services. Provide a quote and/or solution to maintain and manage the data services to maximize circuit uptime, performance and network stability.
FCC APP#100048103 Vendor Question: SMV DC: Where in Cavern Technologies are you located? Who is responsible for providing the cross connect in Cavern Technologies Data Center?
HCP will share location with vendors that bid on this RFP if needed. The service provider works with the data center to arrange for cross connects at time of install.
